2025 SNAP Rapid Response Fund Post-Program Report
When the 2025 federal shutdown disrupted SNAP benefits, more than 32,000 Atlanta households faced uncertainty about how they would put food on the table.
GRO responded with one-time $300 cash payments to more than 1,200 affected households. Participants told us the payments helped them stay financially stable and avoid difficult tradeoffs, like choosing between groceries and rent, utilities, or prescriptions.
This response illustrates a broader lesson: the right amount of cash, delivered at the right moment, can help families meet urgent needs and prevent a short-term crisis from triggering longer-term financial hardship.
Freedom Futures: Cash for Today, Capital for Tomorrow, GRO’s first-of-its-kind pilot pairing a monthly guaranteed income supplement with a baby bonds–style investable sum for long-term wealth building.
